Anyone seeking to fill the term of a city commissioner who died in July must act during a two-week period in November.
Qualifying for District 1, in the western part of the city, will be from noon Nov. 8 to noon Nov. 22.
Jay Smith, who had served on the commission since 2006, died from an inoperable brain tumor at age 49. His commission term expires in November 2014.
The city is piggy-backing the special election onto the presidential primary vote on Jan. 31.
Commissioners earn an annual salary of $2,400 and receive health insurance and a monthly car allowance.
To qualify for the seat, a candidate must be a registered voter who has lived in District 1 for at least a year.
